Shipping steel black Tioga stem to Belgium via registered mail costs 14,25 eur.
Please have a look at attached pic: it's a screenshot taken from Italian Mail Service web site which shows registered mail fares according to destination and weight.
Of course Belgium is zone 1 and weight is within 250g and 350g.
