Could indeed be a Russian ti frame....
(most probably).
The drop outs of the frame give its origin away....NOT a US manufactured frame for sure-
Sth else:
My Swiss contacts tell me that based on the sticker with "04" which stands for 2004....
the frame was staying and ridden in Switzerland. ;-)
So it's basically a Russian-Swiss frame.

Forgive me being naive, do Russians make better Ti frames than anyone else for any particular reason? Just interested to know. I've got a few Ti Frames but I don't think any are Russian...

I can recall when the Titanium Red frames appeared in the mid 90’s, and that they were considerably cheaper than other Ti frames.

Along with the lower price, you can see how the rumour started of them being made from melded down MiG aircraft

I can clearly remember a “Joke” going around at the time that went further that. It was said that they were made from de-commission nuclear submarine reactor control rods, and that they would glow in the dark  – how we laughed  .

I think post-collapse of the USSR there were a lot of ex-military titanium welders out of work. The quality of their welding was often good, but I don't know that they were particular knowledgeable about bikes.
