Pair of headphones cheap and have small speakers in them. Probably get them free from Richer Sounds if you print a voucher of or something.

Small as possible - JPW Mini monitors, Wharfdale Diamond, Mordaunt Short MS10. Ideally something with a high-ish efficiency 89db plus. Power I'm not worried about as they will be going with a Sonic Impact T amp.

For the money, Energy has garnered quite a bit of praise for its home theater 5.1 set up. Here's a pair of them just about within your range and if you found a used pair, they should be well within your range.
