Seller's obligations

Hi, just wondered how the forum deals with sellers who don't seem to understand their obligations when selling on here. I recently made enquiries about an item on here and the seller's attitude was woeful and he'd clearly had very little experience of doing this sort of thing. I had the cheek to ask questions such as dimensions of an item, its condition and what kind of feedback the seller had - all of which he ignored. I know that this site runs mainly on goodwill but that doesn't mean it's free from scammers, does it?

It should be made clear to sellers that if they want to sell on here, then they are obliged to answer questions.
 
Beyond some basic rules and guidance on the forum, caveat emptor. I wouldn't buy from someone who didn't clearly communicate or answer questions to my satisfaction. I wouldn't be confident a) I'd get what I was expecting or b) get it at all!
