What am i doing wrong? I adjust the spring tension then tighten the hex bolt. But every time i do this it tightens up the spring??

This is what Proper bikes e-mail me
I know this sounds strange as it's a new brake, sometimes with frames
with removable brake mounts they are machined slightly smaller than
normal. So what you might need to do is file of half a millimetre of the
brass bushing on the brake. This will stop the binding or lack of
tension.

So what does this mean?

Found the problem. the raised edge at the base of the boss. :(
