Is the use of nervex lugs an indicator of frame quality or were they used on gaspipe frames too?

As I'm a sucker for Nervex lugs I tend to take notice of such frames. But in all my years I've never come across one with Hi-Ten/carbon steel tube sets. They were very common amongst mid price bikes so my guess is that they were not the most expensive lug set but a sure sign of a quality frame. I have a '74 Crescent Reynolds 531 that is very stout and heavier than some so it's probably straight gauge. If you could weigh the frame and fork separately that would give you a good indication. The real artisans would often thin the lugs and do other alterations. So if the head tube lugs are very thin around the edges this would indicate a custom job.
