May be worth a look, this is the only uk omega I know about. Their timelines fit in with the fact that your frame's made of 525 which was first introduced in '98. Maybe drop them a line to find out - not a big builder so service is quite personal still!
 
Omega cycles, used to be based in Bexley village, Kent, and run by a guy called Mark Joint. I think a protegé of Ron Cooper (built frames for Phil Andersen amongst others) as he was based next door, and then moved down to the south coast. Ace torchmeister, and has a great reputation with club races in SE england. Proper kit, not a toy. . .
