I think you mean lugs when you mean gussets. BCM is probably Bocama, who made really nice quality cast lugs.

It does look like the frames used by the "Z" team, eg Robert Millar, but resprayed without the original transfers re-fitted.

I think the 72 and 61 refer to the nominal angles they were intended for. Many builders 'pulled' the tubes to get a steeper angle.
