Anyone know which Humbrol enamel paint best matches Bianchi Celeste?

There are so many versions of it that it's impossible to tell. I would mix my own from blue, green, black and white.

I have a nail varnish that matches (more or less). I have 2 bikes in 'Celeste', one a Bianchi and another that was supposed to match it - and they're both different. The nail varnish is a happy medium betwen them!

No Celeste. Duck Egg Blue ? They are cheap enough to buy a few and mix them.
Looking at Bianchi's, the colour seems to change a bit over the years anyway so it depends which model and how old.
Just bought some celeste cloth bar tape from Planet X:

What I am looking for are leather toe straps in celeste, not at silly e-bay prices.

I think I will do some mixing .... there is some on eBay in the USA but it's expensive by the time it is posted.

your best bet with celeste is to get an auto paint supplier to scan and mix. there are a vast array of Celeste versions. How old is the frame?

As suggested, celeste has changed massively over the years - these are 30 years apart.
