I have asked before, but I am still not sure. I have this Raleigh "Routier" I know that it is not and never was a classic, or even a good bicycle. But.. It is now all nice and proper and ready to roll. Except..The back wheel kicks out, whenever I put any "power" down. I have tightened the QR's as hard as I can. Is it possible that it originally had 27" wheels and not QR's but old-style axles?

It oftern depends on the QRs. If it's the more modern ones with the slot on the lever and external cam, they are rubbish. Use genuine Shimano or Campag with internal cams, and set them so that you have to push HARD to lock them - you should have no further bother.
