It should actually read Tubi rinforzati garantiti which translates to Guaranteed butted tubes.
Aciaio Speciale is special steel
This was used on SL, SP tubesets.
Aelle, KL and Record all had their own decals if I am not mistaken.

I had the same decal on my Mendiz frame which was a mix of SL and SLX etc etc
