Mid 80’s wheelbase Raleigh lightweight Road bikes

Hi perhaps an unusual request however i’ve just purchased a Raleigh 531 built in 1985 and the wheelbase looks quite short at 38 inches, whereas my earlier 80’s competition in TI colours is more like 39 inches.
Did Raleigh start making their road bikes shorter by 1985.
