Peugeot wheel problem

Hi - I am trying to get a 1970s Peugeot back on the road, and having a problem with the puncturing of the inner tube.
The problem seems to be the tiny small sharp pieces of metal which surround the small holes which are staggered at regular intervals around the wheel, see the photo. Obviously the big hole is where the valve goes!
Do I need to buy wider/thicker rim tape to cover these up, and prevent the puncturing of the inner tube? Or should I sand off the small sharp pieces of metal - however this seems very difficult - any ideas appreciated.
Finally - where can I buy a new/more comfortable saddle for this bike, as the width of the rails seems different on modern saddles.
