Mystery frame with support struts

Can anyone shed any light on the what and why of this old frame? Why does it have those support struts in that position (as opposed to where they are on some old Sun cycles);what make could it be; what era is it from? The thick powdercoat doesn't help, but the number on the left dropout is 66586. Any ideas?

At first glance i though Raleigh, but enlarged I can see a standard bracket cup. Hercules did some imitation Raleighs. The struts are a later add on, did someone perhaps have a clip on cycle motor on it?

The welding on the seat stays looks awful. Is it even weld?
Bet its a bodged repair or some other home made "accessory"
 
The seat stay looks a bit bent just above the 'lumpy joint' in the first picture perhaps indicating damage to the upper seat stay. The joints could be anything from weld, brazing, or even soft solder (like wiped joints in the days of lead plumbing) or resin filler. It could be an idea to establish whether the upper seat stay is secure, by being brazed or welded, or an accident waiting to happen, by being mended with filler or soft solder. It would need scraping off a bit of paint on the joints to check. A lovely colour red, though.
