When did the position of race numbers migrate from the traditional position under the front of the top tube to being mounted on the rear brake arch?

Possibly when smaller compact frames became popular? The position between the top and down tube was always a problem when using double down tube levers - and in a strong side wind I've had them stick in my knee when out of the saddle.

I have done a bit of research and I believe the answer is around 2005 ... much later than I would have guessed.

How were they mounted when there was no 'pip' on the frame. None on my Team Pro but it was obviously intended for racing.
