Can you help to identify these Dutch track frame?

Hi,
I bought this frame a faw days ago. I'm unsure of the builder, the previous owner only told me that it was a small builder from the Netherlands. And that the builder didn't succeed in pro racing, so he started to build bikes. So that's a bit of a mystery right there.
I think the lugs are very specific but I don't have any idea what it could be. No marks, no numbers, no chainstay bridge too. Anyone? Maybe someone has some knowledge about Dutch builders. I will be grateful.
