Powdercoating a 653 frame?

So I have a 653 frame which I've just had repaired with very minor filler work by atlantic boulevard. I now need to look into painting it. I've had a good price quoted for powdercoating through a friend, which would require sandblasting first. The sandblasting would more than likely destroy the current filler so that any remaining indents in the tube could be filled in by weld.

My concern is; I'm pretty sure I read somewhere that 653 frames were heat tempered. If someone fills an indent with a weld (obviously heating the tube up), and then I have it powdercoated which involves baking at 300 degrees C, will this adversely affect the frame at all?
