Just pulled the fork out of a bike I bought as it rode and steered really badly. Fork was not seized but somehow it didn't feel right. Found the bottom cup to contain two sets of caged balls - one slightly smaller than the other with the lower cup seal crushed between them. With the extra bits removed, it now handles like a race bike rather than a bent shopping trolley.
