Restoring one for a friend at this time .
Internet search revels they were sold by the freewheel catalogue during the 1980's . Frames built by a number of different builders such as Mercians , Dave Yates , & Nigel Dean .
Impressed by the build of said frame . Well thought out , nice lugs .It has two holes at each end of the down tube , Cable guide ? or some other purpose .
I will post some pictures later in the weekend .

Any more info welcome

I would think they were holders for spare spokes.
