I am looking at a wheelset on ebay that has a small chip in the ceramic rim. Would it brake ok.. with a small chip? I never used ceramic rims.

My ceramic rims on my MTB have a whole snakeskin pattern of these little flakes. They still brake fine.

That looks to be fine but small chips have a habit of becoming big chips as ceramic is quite brittle & flakes once its bonding has been loosened. So just keep an eye on it after each ride if you wish to go for them..

if they were mine i would put drop of black carbon powder filled epoxy resin in the chip , try and exactly match the missing volume (use a tiny bit more than less if necessary) then let it sit dead flat till the resin cures and lightly file or block sand any epoxy that is proud of the surrounding surface
