Its most definitely very different at the bottom. Looks like a pressed in race that doesn't protrude from the head tube. seems to have groove for a bearing.
The top one is a great idea. Hasn't some one sort of done that nowadays to allow a change of head angle?

Need to try some new bearings but I may have my answer.
I had the bottom race on the fork upside down I think. They are very similar to the point I am not 100% sure. I'll try that though
