I think there should be a narrow washer with a tab sticking out in both directions as a stop to hold the arm from going forward, and allow it to swing back to remove the wheel. I had one somewhere from the later but slightly similar titanium version.

I was stumped :facepalm:
Looking at the pic agentorange posted (that was well found!), it appears you have the bolt section and are just missing the steel plate and adjustment screw. Maybe something can be adapted from an old mech?
