 Post subject: Any ideas please.

It looks to me like a tool to deflate schraeder valves with a built in bottle opener.

Maybe some kind of eyelet tool or stone picker?
What makes you think it's cycling related?

no idea really.....looks like a gauge of sorts, the projecting bit at one end could be useful for tightening chainwheel bolts!

"stone picker" was close, it's a tool for spiked winter boots, called "OC System". Maybe handy for cleaning walking shoes. :)
