3TTT stem with 2 bolts?

Couldn't work out why a decent quill stem stem right size (26mm) couldn't get quite tight enough on the bars, then I noticed another small threaded drilling toward the 'vee' of the clamp, about 3mm at a guess, missing bolt? :shock:
 
i think the second threaded hole had a small allen bolt in it to spread the stem so you could get the bars in that bit easier. hard to tell without a picture.or i might just be plain wrong

That would make more sense, a bolt that thin wouldn't add much clamping force...bars are 26 mm so assume the 3TTT are standard 26 also... so how to get it tight ? sandpaper or shim?
