1 Road Professional Handlebars?

Does anyone know who made the Toulouse/Tourist style handlebars that say "1" and "Road Professional" on the front near the bulge for the stem? They're about twenty years old. Are they British, French or other?

Hmmm, not heard of those myself. Possibly ebay? I have a pair of SR Road Champion bars otherwise, that I might consider flogging, as does Hilary Stone, on his website.
