Desperately after some NOS Open Pro Ceramics in ideally 28 hole, but 32 not the end of the world....

Anyone know any small shops or anywhere not online that have any?

Why you want the ceramic? They're junk... there's a reason they don't do them any longer.
You can get some couche dure rims, if you are after the grey anodised look... they do brake much better, wet or dry

As far as I am aware the CD rims soon wear the grey coating off, which then looks horrendous which is the whole point of getting Ceramics.

Not really bothered about wet braking performance as its for my best bike which won't see rain if I can help it.

The CD open pro's are available new. I would not use them either. Standard OP is a fine rim as it is.
