Raleigh used HTS (high tensile steel) on their 531 main tube frames. This is just bog standard steel that you'd see on a low end bike.

Mind you, some manufacturers used Reynolds steel on a single tube sometimes just to get the sticker.

There's nothing wrong with HTS but as the price difference is often tiny, go for the full 531 frame.
