Why would a road bike have a 700c on the back and a 27" on the front?

The bike is all standard apart from the wheels.

maybee however has put the different wheels on didn't know the difference in wheel sizes, or could not get say a 27inch replacement.
A friend of mine picked up a 27in Wheel bike (minus the front wheel) from the scrappy and not knowing any better also picked up a 700c front wheel. So it does happen
