I was looking at this on pinkbike (was toying with offering a lower price as I've always wanted an orbit bike) :

Not being the most technically minded I have a question...It states 650c wheels...So, am I correct in thinking that this bike has smaller wheels than the normal 700c on a road bike?
If so what is the reasoning behind that?
