Help with Stephen Roche Frame: Columbus EL OS but ovalized?

Recently bought this frame and fork from France and would be interested to learn more about it. Which manufacturer built it since I'm led to believe "Stephen Roche" didn't make their own bikes? Spec as follows:

Columbus EL OS Frame branded Stephen Roche (plus "Cork" on seat tube) but with unusual ovalized, flattened ends where seat and down tubes meet the BB. Has anyone seen this approach before?-it reminds me of MAX but the tubes are definitely EL OS (see weight). Im hoping it may be indicative of a particular frame maker. None of the tubes are crimped (Gilco).

Cross bar has braze-ons underneath and there are braze-on cable guides eitherside on the headtube

Frame weighs 1815g, matching EL Unicrown threaded forks weigh 705g on the digital scales.

Dropouts are near vertical Technociclo. Seatpost is 26.8mm

Chainstay protector says "Bio Racer".

Any insight appreciated.
