Depends what you are after. Retro bargain can be had on ebay...

A frame around 22"-23" would be fine for you.

I'm 5" 11" as well and i ride 54cm upto 57cm seat tube centre to centre, but i'm long in the body and short in the leg, 54cm maybe a bit short for you. My darling missus says i have the legs of a hobbit......
You'll soon give up, all that messing about in mud up, when you start
racking up the miles on a road bike...........

As for which bike, you can't really go wrong with reynolds 531 frame, kitted out with 6 speed shimano 600, made in the 1980's, you'll get something quite decent for £150 to £200. And when you get into road bike's, just watch your bank account empty  .
