Still no actual start list yet but the first and last riders are due off as follows (from TdF website):
start ROTTERDAM 0.0km 16:15 19:32

Finish ROTTERDAM 8.9km 16:25 19:42
So, there's enough time to watch the Argentina v Germany match in a bar and get back to the course to watch the serious contenders go by
My prediction for the stage:
Cancellara
Contador
Wiggins
though don't rule out a relative unknown sneaking onto the podium. Spartacus to win though, just like in London.
