How to measure Chainring width 1/8 or 3/32?

I bought a couple of used, old AB77 151 BCD Williams Chainrings.
Both meant to be 1/8 but measuring them I'm now not 100% sure.

A stupid question, but, can someone just confirm where to measure, bearing in mind I only have a steel rule and no calipers right now.

Do you measure the thickness of the ring, at a point on the outside edge, at the bottom of a tooth?
Or can you measure on the other side from the teeth, on the inside edge of the ring, where there obviously isn't any wear affecting things.

Does a 3/32 chain fit on them? If not, they're 1/8.

I believe it is OK to run a 1/8 chain on 3/32 rings and sprockets which is what I will be doing when I get my 'fixie' up and running. I have a selection of both size sprockets so will need to!
