Oversize Record hub made of?

Hi all, I have record and chorus oversized hubs, in Silver, and it appears that the outer surface is like a thin layer of plating or tin foil, with alloy underneath. My hubs appear to have damage to the thin shiny surface. Does anyone know how these hubs are made? It doesn't look like the pitting will polish out, and chroming them would be difficult? The old Campagnolo hubs were just solid alloy!

It's from corrosion under the anodised finish, have seen it lots on various things.Seat posts, stems etc and obviously hubs.Dura Ace 9spd chainrings are paticularly bad.
