 Post subject: Bended handlebar?

Just got a bike from the 90's with a narrow road classic handlebar and also bended to the inside at the ends. Never saw it . Was that somehow normal and for any specific reason or should it be just something the previous owner did just for himself?

It's not in the tight position but:

sorry, added the pic now.
The issue is at the end, where levers are fitted, is not "parellel" to the direction of the bike!

it seems the prev owner wanted to do something like this:
It seems then position is more aero.... Never saw these variations before.
