Police bike identification challenge

I've been both helped and impressed by the knowledge shared by members on retrobike, I'm hoping someone will be able to shed light on my latest unidentified machine.

I have been asked to take a look at two bikes which have been tucked away in storage at my local Police museum. Both are in poor repair, one missing minor parts. Both have rod brakes and 3 speed Sturmey Archer gearing. While one is a Raleigh I would like to find out the make of the 'better' bike of the pair.

Does anyone recognise the winged torpedo mascot on the front mudguard?

Agreed, clearly a Raleigh make, and the Humber forks identify it.
It may be dated by the rear hub shell if original.

I don't think the 'winged torpedo' is original. Probably a previous owner stuck in on for good luck.
