Early Kona Stem Size?

Anyone know whether a 1991/2 Kona should be 1" or 1 1/8"?

The ones with the 'Impact' headsets (Lava Dome).

Ok, real dumb question time. What should i measure to check?

I think it's 1 1/8", that's how wide the quill of the stem is. But there is a plastic seal at the top of the headset that says 'For 25.4mm stems', which is 1" :?:
