Steerer length Q

I just picked up a '96 Kona Kilauea frame and my existing threadless fork only comes about halfway up into the stem, maybe about 1/2" lower than in the previous frame. Is there any rule as to how much needs to be in the stem or do I need a new fork/steerer? It is above the pinch bolt but not much to spare. Thanks!
 
A pic would be good,but it sounds like theres too little steerer in the stem to be safe.
You could either try and find a stem that isnt as high or buy a new steerer/fork :?
