Changing steerer question

I think you're in search of the crown/steerer assembly then. Not sure you can easily get that steerer out, and ride safely after a swap. I've seen these on the 'bay lately, Canadian bike shop liquidation, and they have a TON of crown/steerer items up for grabs..

Actually, your fork may not qualify, it looks like your crown isn't bolted onto those upper legs, it may be pressed in? If it's pressed in, I don't think you'll find a replacement part. You'd have to find a bike shop that sells the crown/steerer/upper legs in one piece, which you may. I found some like that on Jensens.com
