Cranks look like Suntour and the outer ring at least does look like a Mavic :?

I don't think it's Mavic, it looks quite low end, though the outer ring does look like a Mavic I'll admit.

I have identical cranks on my Raleigh tecnium the heat from 1989, everything on that is original suntour xce so yours may well be suntour
