To make it spin a bit easier, I used 1-1/4" x 1" Sch 40 PVC bushings the ends of the toilet paper roll to make the size a bit closer to the 1-1/8" steerer ...

One has an octagonal end, the other is round...they're the same brand bought in the same store! :x
And if you cut the steerer to the right length, you could use a 1-1/4" Sch 40 PVC plug on the top if you wanted to.
