I'm in Mexico for work, and I've seen a fair few bikes like this around. As far as I can tell, they are steel framed bikes with road / gravel tires and a really slack head angle, usually with custom paint jobs. What I do know is the guys who own this type of bike use also them for long distance bicycle pilgrimages to significant Mexican religious (Catholic) sites.
