The seat stays look identical to some Rocky Mountains, specifically the 1988 Avalanche, there is one in the 1997 Readers Bikes forum right now. Could be one of theirs?

It shares details with quite a few different mid/late 80's frames, but none are exactly the same.

They're the TOYO built frames, it was their method of working at the time.
