they were used quite a lot in france in the early 90s and worked well .

Couple of reasons they never took off-You had to carry a COMPLETE tire with you, instead of just a tube-They glued on, so if you changed it in the woods, it was usually very messy- They weren't very light-They didn't handle any better than contemporary tires of the day- AND they were Expensive. Thus that experiment didn't last very long.
