How to measure steertube diameter?

I need to to work out whether my fork is 1" or 1 1/8" for my ebay auction. Which bit is measured? the inside diameter or the whole thing - i.e the metal aswell?

So if the measurement refers to the inside diamter of the headtibe of a frame wouldn't i need to measure the diameter of the whole steerer tube of the fork rather than just the inside?

you need to measure the outside diameter of the forks' steerer tube. 1" = 25.4mm, 1 1/8"=28.6mm, 1 1/4" = 31.8mm. no difference if threaded or ahead steerer.

the inner diameter of the steerer tube is needed to determine what size quill stem you would need. 1" fork = 22.2mm quill (outer diameter of the quill), 1 1/8" fork = 25.4mm quill, 1 1/4" fork = 28.6mm quill
