The seat tube noodle is needed unless I run full length housing. otherwise its open cable from the head tube all the way the V brake. The brake cable I have is old and has no liner, maybe the new stuff has liners. Thanks for you help everyone.

Sorry to hear that Your brake cable outer isn't made with lining, but cheap brake cable outers has teflon lining some 20 years ago. Visit LBS and ask for piece of brake cable outer with lining or if You're lucky, piece of teflon lining.
