Can I add a Seat Post QR Skewer here ???

One of my Rocky Mountains has this bolt style thing-a-ma-jiggie.... Can I add a Quick Release Skewer instead of that bolt?? Or does it have to be that little bolt?? I really want to add a nice Ringle holy seat skewer... =)

Yes, just use the large this washers as supplied with the Ringlé. It was intended for this sort of thing.

Should I flip them around do beveled surface faces in?

I have the same Vertex as you and did similar to the above post (I think I cut down one of those long washer things that you get with some racks to allow them to clear disc calipers).
