How to measure seat post clamp diameter?

I have a 1996 Rocky Mountain Blizzard with (i believe) the original silver seat post clamp. I want to replace it with a black one... it doesn't have any writing on it, how do I measure it? Do I just remove it and then measure the outer diameter of the tube?

Hmmm, it's measuring in at 30.1 exactly... what would that be? I see 29.8 is a common size but there are very few out there at 30.0

I've seen plenty of frames with a 30.0mm clamp diameter. Not that uncommon.

29.8/30.0mm are both fine - nothing like enough difference to matter
