Can someone remind me how a stem is measured? I've not ridden a bike for about 15yrs so I'm a bit rusty,am I right in thinking its half way through the steerer tube to halfway through the handlebar clamp? Need a new stem but can't yet work out what size I want!

That's correct, they're measured centre to centre.
