down pull derailleur

...hate to pour cold water on anyone's ideas, but this won't work...

...you either need a top pull mech., or one of those pulleys you clamp around the seat tube to change the pull direction (as in, bolt the pulley to the tube below the mech. then run the cable down, round and up )

Hi

Your Elite would have come with a pulley on the down tube originally - Elites were made to suit top or bottom pull mech's in this way - Orange frames came with all levels of components from the entire range or Shimano / Suntour - from XCE up to XTR, via XC Pro, Dx and the rest.

Suntour top pull mechs are rare as in 34.9mm (i think they only made one 'GX' model for all ranges and I've not found a 34.9 one in several years of looking). So I think Orange had to put the pulley on otherwise Suntour was off the menu.

I think there's a picture of the pulley in my build thread if not I can get you one.

XT mechs are probably easiest to find on here in TP 34.9 flavour.

And

MY 1993 Orange has a Pulley, but i've also used an after-market pulley to great effect on other frames which open up the range of mech's available :D
